This same thing started happening to me today too...I can't even change the

I have a similiar problem. I accedently deleted my trash cann. When I go
"personalize/change icons it tells me that the sysm admin disabled "Display Control Panel". I am the sys admin. and verified that sys admin block still checked for my account. Restart the computer, then see if you can run the Administrator account as usual. If not, you should be able to in Safe Mode, and you might create a new Administrator account while your in Safe Mode to see if that one will work.
