Which browser are you using? Have you tried with some download manager
(I recommend FlashGet)?

well first i tried Firefox and then randomly at any point of the
download it will just hang, after that i tried IE and it would just show
a time out message.

and also if i use a download manager will it fix the problem?

this problem is also more common when im downloading more bigger files
like game patches

It is common if you download a big file(s) through browser downloader and
failed. This problem is occured especially if you use slow internet
connection (like dial up). That's why download manager exist, it can "trace
and memorize" your download so it can resume whenever your download
interrupted.

My tips: do not download on peak hour (eg. noon or evening) and use download
manager like FlashGet. Also, stop any browsing because both activities at the
same time may cause your internet become too slow. Cheers.

You could try: right-click on your network connection properties untick
TCP/IPv6.
It can cause a prob with some ISPs
