Default Network discovery is stuck to Off

Alright I have been having this problem for a while, my Network Discovery for
my Vista computer is set to Off. Every attempt to change this to On does
nothing and it just stays on Off. My Computers are on the same network,
linked by a router, File sharing is also on but nothing seems to turn on
Network Discovery.
