Default Start Menu 'all programs' folders resist BASIC customizations!

Dear everyone,

If any of you find the default folder structure in the Start Menu of Vista /
Server 2008 to be exceedingly clunky and mind-numbing and have tried to
customize it into something sleeker, you may have run into problems. Some
folder you've changed the names of recreate new versions of their former
selves: Other folders when renamed no longer allow the icons to point where
they should. I could go on, but won't. Basically, customizing the start menu
folders is even more of a pain in the rear than it was in 2000 or XP. What's
up with that?

My next experiment will involve leaving everything about the Start Menu as
it is, but putting together a complete duplicate set of folders and
short-cuts just the way I want it, inside one master folder, and then either
pinning that puppy to the recent items display, or using a non-alphabetic
character like "-" in the title to ensure it precedes all the other folders
and is easy to get to. I never want to have to use the "all programs" view
again.

This is surely overkill, but the way the Start Menu is currently rigged
makes it miserable to use.

Has anyone found any other viable fixes for the ways the Start Menu still
resists the most basic customizations?

a.k.a.
