this solution worked a treat, thanks.

i can only guess most people when selecting the directory of their backed up
emails, go into the directory containing the files instead of selecting the
root directory.

I just create a folder in Vista called Mail. Copy all the mail folder DBX
files along with the master index, folders.dbx and make sure they are not
marked as Read-Only. Then open Windows Mail and use its
File/Import/Messages and select From a Message Store and point to the folder
containing the DBX files and not to the DBX files themselves.

I had a similar problem, when trying to import OE 6 messages into vista
windows mail. When directed to the folder where the messages were
saved, there was an error message that the folder did not contain the
correct file or the file was open. In other words the folder appeared
empty to the import function. This was resolved by uninstalling Office
2007, (I think it was Outlook in particular that caused the problem).
Then the messages imported easily.
In conclusion import the messages before installing Office.
