Approximately 25% of time when I click "shut down" the screen goes to "logging off" and hangs there. I can only shut down by holding down power button. The rest of the time, the screen shows "logging off" for a few seconds then automatically goes to "shutting down" and goes off. What do I do?

I have a friend who owns a Vista laptop with Home Premium pre-installed. It has the Vista encryption facility which I thought was only available in Vista Ultimate.
