How can I keep my password on websites from automatically filling after I enter my ID?

I have Vista Home Premium. I turned off User Account Control on a standard account by removing the check mark in the box "User Account Control." I now wish to turn it back on. However, when you put the check mark back in the UAC box and exit the screen and then go back the check mark is no longer in the User Account Control box. How do I reactivate the UAC for this standard user?

I am trying to make changes to parental controls. I get an error message that reads: "Unable to make changes to parental controls settings. If this problem persists, contact your system administrator." I am an administrator on the computer. I have tried creating a new account and making changes there and that did not work.
