My sony optiarc dvd is on the HCL, but not for my 64bit Vista,will it be?

That would be up to the manufacturer as to whether or not necessary drivers are developed or firmware that is compatible is released. Microsoft doesn't write the supporting software for devices, it writes the operating system. It includes, where possible, drivers supplied by the manufacturer in the operating system.
