Disabling Norton's email scanning is sometimes insufficient. If so,
do a trial uninstall, followed by using their debris removal tool:

Reboot your computer, then test Windows Live Mail again. If successful,
you can try reinstalling Norton, but use 'custom' install, which should
give you an opportunity to skip installing the email scanning function.

Instead of uninstalling your antivirus, another option is to upgrade to
Windows Live Mail, which is more resistant to the adverse effects of overly
intrusive antivirus products: http://download.live.com/wlmail

That 421 error looks like a server problem. Strange, in that I use that
same server myself (smtp.att.yahoo.com), without any problems.
Are you able to send emails without attachments? How large is the
attachment?
