"c:\program files" is a special folder in Vista, and direct manipulation
of the files is pretty much impossible. What you need to do is save the
modified .ini file to your desktop, then you can drag it to the right
location and overwrite the original. Don't ask me why, but it should work.

Or you could elevate Notepad, or whatever with administrative rights.
