Keep in mind the task bar color isn't exactly that of the Window border
color... but yes, it does change.

yes you can Just right click the desktop then click on "personalise" then
click on "window color and appearance" there you can choose from 8
different colors and adjust the transparency of aero with the color
intensity slider.
