I can't empty my recycle bin

Default I can't empty my recycle bin

Not sure this is the right group to post this in so apologies if not.
I am not able to empty my recycle bin completely. If I open it to view the
files, I am able to manually delete all but 1 file. The file that won't
delete is (was) a recorded tv capture and I've also tried restoring that
file but am not able to do that as well.
Clicking Properties tells me the file is 729MB and I'm not able to change
any attributes either.
Any ideas how this file can be completely removed and I can empty the
recycle bin?

Try emptying the Recycle Bin in Safe Mode. Do this by repeatedly tapping
the F8 key as the computer is starting up. This will get you to the
right menu. Navigate using your Up arrow key; the mouse will not work here.

Thanks, already tried that but forgot to mention it. Tried it again anyway
but it still didn't work.
