Default apply program to just one user

when you install a program it applys to all the user accounts, how do I just
ally it to one?

That primarily depends upon whether or not the application's
installation routine was designed to give you that option at the time of
installation. If not, you'll have to create your own "workaround" by
hiding the application's shortcut(s) from unwanted user accounts and
perhaps by modifying users' access privileges to the application's files
and folders.
