Default Problem with Burning Device

For the longest time now I have not been able to burn dvd movies on my
toshiba laptop satellite with vista basic. I've tried nero and others
but nothing works. Recently I tried using my dvd movie factory and it
said no burning device or driver is not detected. I checked out my
device driver and I noticed this under " DVD/ CD-Rom Drives".

Mat****a DVD-RAM UJ850S ATA Device
Windows cannot start this hardware device because its configuration
information (in the registry) is incomplete or damaged. (Code 19)

What does this mean? How can I fix it? Should I uninstall the device?

Thanks,

I fixed the problem by uninstalling the burning device and driver and
than installed it all again with the factory restore disk.
