Default Can't Install or Uninstall Error 1310

I am getting an Error 1310 when I try to install Adobe CS3 on my Vista
Ultimate computer. I am also getting this error when I try to uninstall Quark
7.3 (that I installed earlier today with no problems) The error states that
it can't write to the C;\config.msi\... file.
I have changed the permission so everyone has full control.
I ran msiexec /unreg & msiexec /regserver
I have never used Carbonite so that is not the cause.
I ran a disk check and everything was good.
I ran the System File Checker tool (sfc /scannow) It said, verification 100%
complete. Windows Resource Protection found corrupt files but was unable to
fix some of them.
I also ran the memory check and everything was fine there.
If you have any suggestions, please let me know. I tried to install Vista
Service Pack but got Error Code 0x800F0826 the first time and 0x80070005 the
second.

I just got the exact problem yesterday. Did the same things as
mentioned above! I have the same OS too!

PLEASE....if anyone has a solution please post! I spent 8 hours trying
to figure this out. Thanks.

What "exact problem...mentioned above"? :(

The TechArena forum just forwarded your naked post to the Microsoft public

any context. So, while the few readers of TechArena may know what you are
talking about, the many millions of us reading the Microsoft newsgroups -
and on other "forums" which slurp messages from the Microsoft server - have
no idea.

I believe I have found the solution...working on it right now...

1. Attempted this from Adobe.
