There's no way for us to guess what's happening because all you've told us
is "it's broken".

1. The First Question Of Troubleshooting: If the problem is new, what
changed between the time things worked and the time they didn't?

2. Does the same thing happen in Safe Mode?

3. Does running Last Known Configuration help?

4. If you disconnect all peripherals, does that help?

5. Does this happen only in one user account or does the blue screen appear
before Windows is even fully loaded and you get the Welcome Screen?

6. What kind of computer do you have? Desktop? Laptop? Any clues in recent
behavior?

Etc.
