Default .NET Framework 3.5 SP1 install problem ---- Please Help

I hope somebody can help me out here.
I just got Expression Web V3. It tells me I don't have .NET Framework 3.5
SP1 installed.

When I download the .NET SP1 from MS it installs about half way then says
an error was detected and unwinds everything.

The error box says "see Error Log". What error log? where? When I click on
it, MS Visual Studio 2008, it comes up but has its own error box "file
cannot be opened because it is being used by another application".

Talk about frustrating!

I reinstalled/repaired .NET 3.5 it went fine -- at least no errors reported.

Besides Visual Studio 2008, I show
..NET Component Framework 1.0 SP3 developer
..NET Component Framework 2.0 SP2
..NET Component Framework 3.5
..NET Framework 3.5

Really could use some suggestions here as I just want to get Ex Web 3.0
going.
If this is not the best posing site please suggest an alternative

Followup...
I removed all .NET's, removed Visual Studio 2008 and reinstalled it. It put
..NET 3.5 back (only).
Still could not load .NET .SP1
Got the following error in the event viewer log (Windows logs,Setup):-
The Windows update "Update for Windows (KB948610)" could not be installed
because of an error: 2147956403 "The referenced assembly is not installed on
your system." (Command line: ""C:\Windows\system32\WUSA.exe"
"C:\Users\JOHNMO~1\AppData\Local\Temp\dotnetfx3530 729.01\1033\dotnetmsp\x86\NetFX3.0-KB948610-v6001-x86.msu"
/quiet /norestart")

Any suggestions anybody

How did you remove NET Framework 3.5? Only classic Control
PanelPrograms and Features? -it's not enough.Remove NET Framework 3.5

Tried that. I removed all .NET listings and then ran the above program
twice. When I tried to install the .NET 3.5 + SP1 it proceeded as usual
about half way and then aborted. Same errot in System Error Log

Make sure Windows Installer service set to MANUAL and Windows Update
service set AUTO (DELAYED) and BITS services AUTO (DELAYED) -if these
services are disabled you have to correct it,
Try reinstall Windows Update Agent 'Description of the Windows Update
Stand-alone Installer (Wusa.exe) and of .msu files in Windows
Vista and in Windows Server 2008'
diagnose also BITS service 'An update is available to fix a Background
Intelligent Transfer Service (BITS) crash on a Windows
Vista-based computer' (http://support.microsoft.com/?kbid=940520)
and whole WU components 'How do I reset Windows Update components?'

Thanks Flavius,
I gave up and want back to a 1 year old WHS backup and started from there. A
real pain to reconstruct everything but at least I think I am ready for W7.
