Default Internet Explorer & Microsoft Registr Server issue

KB946041 was the last udate I installed and it was on the 18th. I unistalled
and reinstalled it so the original installation took place around the 17th.

I run Norton 10.2. I completly uninstalled it and still had the same
problem. There are no other anit-spyware applications except Defender and no
firewall that I am aware of on the computer.
